    Chelmsford Hazardous Waste Sites

    Because we love maps, we mashed a map of the MassDEP hazardous waste sites in Chelmsford, Massachusetts.  
    This map shows the locations of oil and/or hazardous materials spills that are in the February 17, 2008 MassDEP
    database.  Some of the sites couldn't be geocoded (they couldn't be put on the map) because their addresses
    weren't exact enough.  These are mostly spills from accidents on the highway where there is no street number to
    provide a distinct location.

    MCP Revisions

    The MassDEP recently revised the Massachusetts Contingency Plan (MCP).  Some of the highlights include:

  • Added a provision that, as of January 2009, all LSP opinions will need to be submitted electronically via eDEP.
  • Expanded notification exemptions for naturally occurring metals including arsenic, beryllium and nickel.
  • Added provisions for Eligible Persons, Eligible Tenants or Other Persons to re-establish response action
    deadlines.
  • Clarified the timing of Comprehensive Response Actions and the submission of the Phase IV Remedy
    Implementation Plan.
  • Added procedures by which petroleum sites in Zone II wellhead protection areas or aquifer protection zones may
    achieve a Response Action Outcome without achieving the GW-1 ground water standards.
  • Added provisions to allow the exclusion of ground water in Zone A areas from meeting the GW-1 ground water
    standards.
  • Revised select public involvement activities.
  • Revised a number of the Reportable Concentrations, Method 1 risk characterization standards and Upper
    Concentration Limits.

    The majority of these revisions were effective February 14, 2008.  The revisions for Eligible Persons, Eligible
    Tenants or Other Persons were effective in December 2007.  More information on the specific revisions can be
    found in the MassDEP's redline/strikeout version of these MCP amendments.
